Public Grievances

Dear sir/madam,

A grievance could be an individual grievance like birth certificate from a local body or  common grievance like water scarcity for a particular area  or  financial aid or job from the government. Some  of the Grievances  could be solved easily and some of the  Grievances may help to plan and act.

Pending Petitions

Top priority may be given to solve the already pending petitions at various offices within a time limit. Some which could not be solved for various valid reasons could help the government to plan act accordingly.

Receiving  the Petitions is vey easy

Grievance petitions should be received by Village administrative officer at village level, Block Development officer at Block level ,revenue officers at taluk level, revenue divisional officer  at revenue division level,district collector at district level  or any elected representative or by complaints box in all government offices. Any complaint  when received by any government official should give an acknowledgement receipt. Each officer should maintain a personal register to record the petitions received and action taken on that particular petition. These personal registers should be periodically inspected by the superior officer.

Certificates like birth certificate,Death certificate, encumberace certificate

Patta requests

Public health related

Water scarcity

Effective functioning of street lights.

Most of the grievances could be solved easily by the concerned officers if it is brought to their attention. For example a grievance which can be solved by a Village administrative officer {VAO} should be received by the VAO only. The VAO should solve the problem if it is possible and say no if it is not possible mentioning the reason for not solving the problem within a specific period.

Mindset of Officials

CHIEF MINISTER should appear in the media and instruct the officials to change their mindset and act in the interest of public at large. Honest officials and who handle the public grievances effectively  may be given cash awards, promotions and certificate of honour.

Monitoring Committee

A committee consisting of government officer, elected representatives and any social activist should meet every week  and monitor the action taken  on the petitions at village level, Taluk level, district level and state level and FINALLY BY A GROUP OF MINISTERS UNDER THE LEADRSHIP OF CHIEF MINISTER.  

Grievance Audit

Vigilance  and anticorruption department  could be utilized for inspection at various offices on the action taken report on grievances . if there is any delay in grievance redressal without any valid reason, criminal action against the concerned officer may be initiated

Decentralisation

All government officials should be encouraged to solve the problems at their levles  and those complaints  which could not be solved by them should be sent to higher officials.

All the  problems  or grievances need not be heard by the Chief Minister. Problems which require long term planning   should be brought to the  GROUP OF MINISTERS UNDER THE LEADRSHIP OF CHIEF MINISTER.

Common service centres  with modern technology may be encouraged to help the public in preparing the petitions and downloading  application forms various services of the government.These centres may be encouraged to forward online petitions to the concerned  departments and a copy oth same may beforwarded to the CHIEF MINISTER  CELL.  

Legal Assistance

Many petitions  pending at various officers level should be inspected by legal committee under the leadership of TALUK FREE LEGAL AID CHAIRMAN which is already in existence and their effective assistance could dispose of the possible petitions     

CASES PENDING BEFORE THE COURTS AGAINST GOVERNMENT: Many cases in various courts for seeking relief are due to poor or lack of attention of the Government  officers .If due attention is given to them it will not only solve many of the public grievances but also help in planning.  

Residents welfare associations could be formed at each ward level .It should consist of a social activist from each street and  all retired honest employees. They can be encouraged to  monitor the council meetings of the local bodies i.e. village panchayats, town panchayats, Municipalities, corporations, monitor  the cleanliness of their locality, water supply and activities of the local body including long term planning  for their locality .All the residents welfare associations of a village or a town should be united under a common title like all Delhi residents welfare association and their  grievence  will reflect the common grievance of that town or village. This will indirectly help planning activities as well as solutions.

Grievance Day

On all Tuesdays, all elected representatives should make a ward rounds if possible along with the concerned government officials to hear the public grievances in person.
